They are contacting every Supers team because Sega has a developer that has created a game based on the current Supers teams.  They are asking permission to use the names and likeness(s) of the individual teams.  The company is proposing that at least 40% of all profits will be distributed to the Supers teams or their charities.

ThunderBird starts a summer camp(s) for inner city children ( 8 - 18,if your older you can become a counselor) around the Chicago area.
He invites any/all the Supers or law enforcement to visit the camps at any time, that way the children better show up every day in case their favorite Super makes an appearance. And yes, there will be doughnuts included amoung the heatlhy snacks to lure in the Police.
